Mismanaged Walkthrough
On July 11, at 1000, the USSS led a walkthrough with PSP and native EMS, fireplace, and
police on the Butler Farm Display. 15 The walkthrough coated the rally level and nation segment,
and the fringe segment alongside the fence that divides the Butler Farm Display detail from
the AGR detail. Observers who participated within the walkthrough advised the Process Power it
was once disorganized. 16 Butler ESU Commander Ed Lenz testified to the Process Power that “there
was once negative construction to it. There was once negative, hi there, let’s all communicate and work out what we need to do.
It was once truly only a bunch of family form of milling across the website” and “it didn’t appear
arranged in any respect.”17
Consistent with Appearing Director Rowe, USSS group of workers “assum[ed]” that native police
have been moving to adequately keep the AGR advanced. 18 Rowe mentioned, “there obviously was once no longer
that observe as much as manufacture positive,” and any deficiencies “have been by no means escalated as much as the
supervisors as a way to unravel.”19
The proof displays considerations about securing the AGR detail have been mentioned
all the way through the July 11 walkthrough, however the ones considerations weren’t meaningfully addressed. 20 For
example, Butler ESU Eyewitness 4 testified to the Process Power that, all the way through the walkthrough, a
Confidential Provider authentic “defined that there have been to be uniformed officials within the segment that
past [but] that didn’t pluck park.”
.”21 Butler Township Police Branch (PD) Eyewitness 1
in a similar way testified that the USSS didn’t serve any steering as as to if or tips on how to
keep the AGR detail, even nearest Butler Township PD Eyewitness 1 steered PSP that his
Branch didn’t have plethora manpower to station a automotive within the AGR parking bundle all the way through
the rally.22
